Why 5T is big Disaster in Odisha ?
5T-induced-Propaganda
has made the whole administration in mockery in the hand of one man i. e, Sri V.K.Pandian, former IAS
officer -turned Chairman of 5T and Nabin Odisha
No
Transparency , No Accountability and No
check to corruption . The whole
administration has plunged into
bureaucratic anarchy , rampant corruption , favouritism and nepotism.
Utmost Secrecy has
become order of the day in the functioning of Govt. of Odisha
5T as propagated widely
even through colourful poster , hoarding and in both print and electronics
media as
tool designed to enforce
good governance , transparency , timely
redressal of grievances of the people
is a false and fake propaganda and full of deception , which has been exposed through RTI. In the midst of so-called
propaganda of 5T , the people
of Odisha do not see any role played
by or visible work
done
by Chief Secretary , Development
Commissioner and Secretary of various Dept. Each project / work is monitored ,
reviewed by a single bureaucrat Sri V.K.Pandian in the name
of 5T . It is viewed as biggest
administrative hazard in the political
history
of Odisha. Media
propaganda is designed to glorify this 5T without any fact and figure to befool
the people of Odisha. The people are
dragged to belief without
questioning how far it is fact. The people, the Activists questioning role of 5T are
beaten up, attacked and put behind bar with charge
of false case.
2024 Election will be year of
end of this misgovernance and dawn
of beginning of new era for
a transparent and accountable and corruption-free administration in
Odisha . It is fact that
the people are ultimate
authority to decide . Let us go
to the people and sensitise
them vices of 5T which has made the
administration crippled.
Few examples based on
RTI Information cited here which was presented
in the Press Meet by Odisha Soochana Adhikar Abhijan ( a Civil
Society Group spearheading campaign for
effective implementation of RTI Act ) at Bhubaneswar on 14.1.24 .
1. On 25.10.23, Sri Srikant Pakal,
RTI Activist had filed RTI
Application in department
of General Administration and PG , Govt. of Odisha seeking
information about details of decision taken including
copy of the file
noting with regard to appointment
of Mr. V.K.Pandian as Chairman of 5T and Nabin Odia with
rank as Cabinet Minister. This
RTI Application was forwarded to the
PIO, Dept. of Parliamentary Affairs for
supply of the information. The
PIO supplied the
Govt. order released about
appointment of Sri Pandian as Chairman of 5T and Nabin Odisha. But the
decision of the Govt. along
file noting was kept
secret by the
Departments. The whole
process of Sri Pandian
is still shrouded in mystery. The
people are still in dark . Thanks to secrecy
maintained by Govt. in the era of transparency reflected
through RTI Act.
2. On 19.6.23., Sri Prakash Chandra Das
, RTI Activist had
filed RTI Application to the PIO , Dept.
of Commerce and Transport ( Transport) ,
Govt. of Odisha seeking information about helicaptor tour of Sri V.K.Pandian to
different districts and details of
expenditure made so far. The
Transport Dept. which is the nodal Dept
for management of helicaptor / State Aircraft denied
to provide the said
information on the ground of non-availability. This
information was deliberately kept secret. On 31.7.23, Sri Prakash has filed
Complaint before Odisha
Information Commission for
disposal which is pending .
had filed RTI Application to the
PIO, office of Chief Minister ,
Odisha seeking information about details of
leave granted to Sri Pandian, reimbursement of Medical Bill and property statement filed
by Sri Pandian. RTI Application was transferred to the
PIO, Dept. of Parliamentary Affairs
. The PIO provided the
information Sri Pandian has not taken any leave except
4 days casual leave
in 2019 and no reimbursement of Medical Bill. The PIO transferred
RTI Application to the Dept. of
GA & PG to provide
information of Property statement
filed by Sri Pndian which was kept secret.

, office of Chief Minister , Odisha to
obtain information about name of the
officer preparing press release
for tour of
Sri V.K. Pandian, procedure followed
for press release etc. the PIO adopted a trick
alleging that the
applicant has not deposited
application fee and rejected RTI Application. But RTI Application was
filed at counter
opened at secretariat for receiving
application from the information-seeker.
Though he filed first appeal, it does not give any results.
The Second Appeal petition is pending in the Information Commission for disposal.
RTI Application to the office
of Chief Minister , Odisha seeking
information about details of
tour of Sri V.K. Pandian to
different district and decision taken at Govt. level for
his tour . But the
PIO did not supply any
information.
Activist of Mayurbhanj district
had filed RTI Application to the PIO office of Chief minister, Odisha seeking information about permission given by Chief Minister to Sri Pandian to visit to
different districts to hear
grievances of the people, Details of tour
programme of Sri Pandian, declaration
by Pandian for sanction of
fund for
beautification of temples etc. On
11.8.23 , the PIO replied that no such information is available.
RTI Application to the office
of Chief Minister, Odisha seeking
information about terms and
conditions for appointment of Sri
Pandian as Chairman of 5T , job
description, monthly salary, appointment and
salary of employes
and reappointed employees
of CM office etc. Astonishingly, while supplying any
information, the PIO replied
that the said information is in
public domain which was found false. No such
document is available in the
public domain. It was designed to keep the
information secret.
