Fund received and utilized by Energy Dept. to deal with Fani Cyclone
situation in Odisha

RTI Application
dt. 26.10.20 was filed to the PIO, Office of Energy , Govt. of Odisha seeking
the following information. As the huge fund
was spent for electricity restoration which was destroyed during FANI cyclone situation in 2019, RTI
was filed to access how the fund was utilized.
i. Details
of fund received with date of receipt
by the Department from SDRF and NDRF to deal Fani Disaster situation.
ii. Total
amount already utilized and balance amount
available with Department
iii. Copy
of UC submitted so far to Govt. in respect
of Utilisation of Fund.
iv. Name of
the agencies whom payment has been made, amount
paid, date of payment
and purpose.
v. Name of the
projects / work undertaken,
amount sanctioned and utilized to deal
Fani disaster situation .
vi. List of
materials purchased , its quantity, amount paid
for it , name of the agency which has
supplied.
On 27th Nov.20, the PIO, Dept. of
Energy has provided the following information and forwarded the RTI Application to different agencies
like WESCO, NESCO, SOUTHCO,CESU to provide
details of information.

The PIO
has mentioned that total amount
already utilized ( released to
DISCOMs) is Rs. 701.47 crore.
But the
calculation given by the PIO about fund released
to Distribution companies is Rs. 504.47 crore
only.

Remarks
1.
Though office
of Special relief Commissioner
released Rs. 728.00
crore
to Energy Dept. for restoration of power supply
destroyed due to FANI out of which
Rs.
701.47 crore
was released the Electricity Distribution Companies ,
the CESU ( renamed as TPCODL)
and NESCO have just
submitted utilization of Rs. 343 .00 crores to the Energy Dept. The question is why
rest of fund
has not yet been returned back by CESU and NESCO to Energy Dept.

Information about
details of purchase and
work/ project undertaken by
CESU and NESCO has not yet been supplied by the PIOs, though
statutory time limit is over.
