RTI Application was filed to all Departments , Govt. of Odisha seeking
information about officers and employees
serving more than 3 years.
As per Govt. Rules which has been amended from time to time (P & S . Deptt. No.
9165/Gen., Dt. 28.4.1967, G.A. Deptt. No. 27789/Gen., Dt. 1.7.1992,) Officers who have completed more than 3 yaers should be transferred . As per
RTI information obtained from
various Departments and
subordinate offices, hundreds
of officers are serving more than 3 years, 6 years and 10
years in same post by way
of exerting political pressure or
influencing superior
officers or bringing stay
order from the court. It
has damaged working environment and caused
great dissatisfaction among the
officers who are in same
particular location for a longer
period. I am present herewith the number of IAS officers serving
in a particular post for several
years. The OAS officers ,
Ministerial officers and employees serving
more than 3 years will be
presented later on.
